About the Council on Aviation and Use of Airspace

On April 24-25, 2025, the Interstate Aviation Committee hosted the Session of the Council on Aviation and Use of Airspace, which was attended by plenipotentiaries of aviation authorities of the Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan, as well as the Interstate Aviation Committee and CIS Executive Committee.

During the Council Session the IAC Chairman Oleg Storchevoy presented a report on the activities of the Interstate Aviation Committee for 2024. “The Committee successfully implemented the IAC Activity Program in accordance with decisions and instructions of the Council on Aviation and Use of Airspace. The main efforts were aimed at strengthening cooperation in the field of aviation safety, civil aviation development, harmonization of regulatory framework in accordance with the ICAO Standards and Recommended Practices”, - the IAC Chairman noted in his report.

Oleg Storchevoy informed about the activities held on the development of regional international cooperation. Last year the IAC paid significant attention to issues of increasing flight safety, improving norms and rules in the field of civil aviation.

In the field of air accident investigation the main IAC activities included conducting air accident investigation, analyzing flight safety level, participating in scientific and practical conferences, as well as developing methodological materials and technical re-equipment of subdivisions. In 2024, 74 investigations were in progress, 39 of which were completed. Despite the increase in the number of air accidents and investigations initiated in 2024, for the second consecutive year the IAC has managed to reduce the percentage of uncompleted investigations due to the measures taken to improve the work efficiency.

In 2024, the IAC continued its activities in the scientific and educational spheres. The Committee’s specialists conducted investigation training courses. On an ongoing basis, work is carried out on information and advisory assistance to specialists in the region in the field of aviation medicine, including under the CAPSCA Global Program of the International Civil Aviation Organization.

“Regional cooperation, which ICAO has prioritized in its plans to ensure flight safety and sustainable development of civil aviation, plays the important role in achieving this goal today. With your assistance, dear colleagues, we hope to strengthen our positions in this mechanism. In this regard, we hope for your support in developing the IAC as independent regional flight safety organization and urge to fully use its potential for the successful development of civil aviation in the countries of our region”, - the IAC Chairman emphasized in conclusion of his presentation.

The “Report on flight safety level in civil aviation of the member-states of the Agreement on Civil Aviation and Use of Airspace in 2024” was presented to the Council members. The plenipotentiaries of the States parties to the Agreement were recommended to bring its contents, conclusions and recommendations to the attention to all interested bodies of the States carrying out activities in the field of flight safety.

At the Council Session a new edition of the Regulation on the Interstate Aviation Committee was approved. The IAC was also instructed to continue work on preparing a draft rules of procedure of the Council on Aviation and Use of Airspace.

During the first day of the meeting the participants approved the IAC work on the draft of Memorandum on cooperation of the CIS member-states in the development and use of unmanned aviation systems in civil aviation, and also took note of the progress of work on approving the draft Concept of the Harmonization of National Air Traffic Management Systems of the CIS member-states.

The IAC presented a concept of establishing the common information space for exchanging data in the field of flight safety, air accident and incident investigation. The Council instructed the IAC to continue work in this area.

The IAC also informed the Council members on the work being carried out to prepare working documents for presentation at the 42nd ICAO Assembly.

The Council approved a package of documents regulating IAC financial activities and adopted the Internal Audit Commission.

During the session, the Council approved the documents prepared by the IAC: Amendment No. 11 to the Aviation Rules, Part 25 “Airworthiness Standards for Transport Category Aircraft” and a new edition of the Aviation Rules "Requirements and Procedure for Certification of Aviation Educational Institutions of the States Parties to the Agreement on Civil Aviation and Airspace Use".

At the end of the Council Session, those present noted that the interaction between the States Parties to the Agreement on Civil Aviation and Use of Airspace is constructive and the unification of efforts by all States aimed at developing civil aviation in the region will undoubtedly give positive results for the safe operation of air transport.

The next Session of the Council is scheduled for November 20-21, 2025 in Moscow.

On the eve of the celebration of the 80th anniversary of Victory in the Great Patriotic War, members of the Council and the Chairman of the IAC visited the Victory Museum on Poklonnaya Gora, where they viewed the “Memory of the People” exhibition and laid flowers at the Eternal Flame.
