On September 13, specialists from the Interstate Aviation Committee took part in a meeting of Cooperative Platform of Regional Accident and Incident Investigation Organizations (RAIO CP), held under the auspices of ICAO. During the meeting, the platform participants exchanged opinions on prospective areas of regional cooperation in the field of accident investigation, discussed draft amendments to ICAO Annex 13, and amendments to some ICAO documents, including the Manual on Regional Accident and Incident Investigation Organization (Doc 9946).
The Cooperative Platform of Regional Accident and Incident Investigation Organizations was established based on the Resolutions of the 39th Session of the ICAO Assembly promoting the strengthening of the role of regional organizations and their development, aimed at facilitating the interaction of RAIO regional organizations and information exchange, conducting joint data analysis, simplifying access to resources and technical assistance, support for interaction with ICAO, support and development of ICAO guidance documents, etc. Today, the participants of the platform are 5 regional accident investigation organizations - ARCM (South America region), BAGAIA (African region), ENCASIA (European region), GRIAA (Central American Region), IAC). The Manual on Regional Accident and Incident Investigation Organization (Doc 9946) cites the experience of the Interstate Aviation Committee as an example of the successful implementation of regional mechanisms in the field of flight safety and accident investigation.
Presented at the 39th Session of the ICAO Assembly, supported at the 13th ICAO Air Navigation Conference and approved at the 217th Session of the ICAO Council, the concept for the development of the Global Aviation Safety Oversight System (GASOS), including in Resolution A40-6 “Regional cooperation and assistance to resolve safety deficiencies, establishing priorities and setting measurable targets", aims to strengthen, evaluate and support the work of regional organizations in order to assist Member States in improving guidelines for safety oversight and aircraft accident and incident investigation.
The Interstate Aviation Committee actively interacts with the states of the region, other regional organizations and ICAO to implement ICAO principles, Standards and Recommended Practices aimed at improving flight safety.
